People write prayers on slips of paper and stick them into the cracks in the wall. The Western Wall is as close as you can get to the location of the Holy of Holies of the second temple without trampling the temple mount. The idea here is that G-d has a better chance at getting around to these prayers since they're closest to where he lives. It's essentially G-d's mailbox.
